Cant click or right click anthing on my tasbar/start bar

I windows updated a couple days ago and upon restart, my mouse didn't work. I restarted the computer a couple times, then got a blue error screen, then restarted it again and now the mouse works

but it won't let me click or right click any thing on the task/start bar.

it works for a brief moment when the computer starts up, but then stops. It's almost like a program starts running and disables my taskbar.

I system restored my computer to before the update and no dice.

I also ran malware checks with windows defender and PC Cillin and nohing was detected.
