When trying to boot up my new build, I get power to the PSU fan, video card fan, and CPU fan/LED but the screen is blank and there are no lights on they keyboard or mouse.
All I have connected to the motherboard at the moment is the CPU , CPU fan , 2x RAM modules , and the video card.
I tried clearing the CMOS as the mobo manual specified as well as the other steps outlined in the pinned topic on system building problems other than building the system outside the case, which im about to attempt now.

The original PSU I had purchased was dead, so im using an older one that I already had

Yes build it outside the case, what psu are you trying, that video card alone draws 92W so a 550w quality brand would be the least I would use

I ordered a 700W PSU to go with this system, but it was DoA, so im trying to get to the post using an older 400W supply i had around, just to make sure no other parts are defective before I start to RMA things.
Could lack of power cause the blank screen?

I tried starting over and going piece by piece, but with nothing but the CPU installed, or the CPU and 1 RAM module, I don't get any code beeps. The only way I can seem to illicit any code beeps is to install the video card incorrectly (no 6 pin power connected).
I'm still getting all the fans to run when I boot up and now the keyboard will also light up. However, I'm still getting a blank screen.

The links in your first post work but the ones in your second don't, does not matter though.

I don't think a 400w is enough to power that rig so you should try a quality 500w or better psu, something like a Antec, Corsair,thermaltake. It does seem like there is something else wrong but its to hard to tell without a good psu
