Can't adjust text in Outlook Express

No matter how I set the options in Outlook Express, when I try to change the font or size in a letter I'm writing, it always resets to Times New Roman, size 12. I can bold or underline, but not change the font or size. Anyone know what might have happened and how to fix it?

1) If you have trouble formatting, make sure HTML formatting is turned on by clicking the Format menu in a new message window and then clicking Rich Text (HTML). A black dot appears by the command when it is selected.

2) OLEXP: Cannot Change Text Format Using Outlook Express

The 2nd suggestion fixed it. Setting in internet explorer. Don't know how it got changed. Thanks.
