So, i'm trying to buy a new computer, most likely from Dell.
But for the life of me, I cannot find how many GHz their computers have.
As a matter of fact, any advertisements i can see for any computers for sale anywhere, they do not specify GHz.

So, is there a way to find out? I do not want to purchase a computer that cannot keep up with modern games...

If your buying from dell it won't be a gaming rig - unless you pay a arm and a leg for the XPS systems.
There is more things to worry about then just the CPU, take the GPU for example, many of Dell's computers do not come with a describe GPU.

Well I intend to buy an XPS Desktop, and my brother an XPS laptop.
Do you think they would be sufficient enough for gaming? like on a high degree? (2~3 GHz or higher)

It all depends on what you buy as one processor will vary to another.
You don't want anything less then a 2.4GHz Core2duo CPU from Intel.
If you have any questions, just ask.
