I just wanted to know if I use the "only allow owner or administrator access" option in the windows xp backup utility. And then I have, god forbid, a complete computer failure and need to restore my files to a different computer. Will I be able to? I can not seem to find any info on this on the net.

I don't have Windows Backup installed as I never use it, but provided your user account is shown as "Computer Administrator" (ie not a 'limited' account) in the 'User Accounts' applet in Control Panel, you should have no problem with restoring files from a backup if you use that option.
