Linking to URLs from Outlook

I used to be able to go to link to urls from Outlook. Now I get the following erros message:

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

This is a fairly recent problem, and I suspect a Windows security update, but I can't find the culprit under security options in Outlook or in Windows XP Home Security Center itself.

And would appreciate any help.

Thanks. It now works, though it seems that by resetting IE, it has now become my default browser, which I don't want.

But I will remedy that.
