Can't open email and other applications on compute

I bought a computer at a yard sale and realized that the computer has multiple passwords and is locked by an administrator. I am able to open some of the applications on XP such as Word, Excel, etc. But cannot download material from the internet as that is not allowed by anyone but the administrator. Also, certain websites such as hotmail, excite and yahoo are forbidden. You can try and login on the login page but then there is a blank screen and it says done on the bottom. Of the few websites I can surf, I usually can only click on one or two things before the entire website freezes and I have to stop browsing and log back on. Is there anything I can try!

P.S. Tried reformatting the hard drive but apparently I do not have authorization to do so
