Boot from ATAPI CD-ROM : failure

I get Boot from ATAPI CD-ROM : failure when I start my computer then it says insert system disk i put in the floppy and cd for 98 but when I turn it on I get a solid light on floppy drive what do i do for this? :) :) :) :) :)
