Thought Win 98 did not support USB effectively. Only Win 98SE and even that is iffy.
Might see if this will work for Win 98:

Tell us more about your situation. What hardware do you need the drivers for? Microsoft no longer has a link to generic USB drivers for win98 on it's web site, but you may find some. But some particular hardware may have it's own drivers which you could get from the company website.
