Win98 "OLEAUAUT32DLL File cannot start"

I need your help with a huge problem. After downloading a program named RegistryDefender and restarting Win98 none of my programs will start and I cannot access the internet. This is the message I get Error Starting Program OLEAUT32DLL File cannot start, a dynamic link library DLL initialzation routine failed. Even after running in Safe Mode I get the same message. Any help will be greatly appreciated. Thanks, Mary
