can anyone tell me how to make my computer pick up my cpu fan/fan speed as it does not??

Most systems don't pick up the speed of a fan if it falls below a certain RPM value.
This behaviour can be caused by a setting in the computer's BIOS along the lines of "CPU Auto Fan Speed" or similar.
