Network card installation in Panasonic Laptop

I am installing 3COM network card 3CCFE575BT in a Panasonic CF-35 laptop.
Win 98 is installed. Using the 3COM downloaded software Fe575cx.exe I get the following error message.

" This device is disabled because the BIOS for the device did not give it a IRQ.
(code 29)
You must enable the device in the BIOS. "

How is this done?
Would a different card or Win 95 make a difference? <_<
