Laptop shuts down when I select reboot

I have a Gateway M360SB laptop.
Whenever I go to the start menu, select shutdown, and choose reboot, the computer does not reboot, it just fully shuts down and doesn't start back up.

Anyone come across this? And how would I go about fixing it?

It was recently restored to its original manufacturer state using the system restore CDs that came with it.

I think first you need to find out if the PC is currently physically capable of doing a Windows restart using a separate restart command. You can test this by creating a new restart shortcut on the desktop and then testing that shortcut by double-clicking it. Instructions here:
