Black patch in start menu

I have a large black patch on my start menu, my extended quick launch will not open, and when i click on run, it gives me the error box shown about not being able to create a shortcut, any advice?

Comp Specs in attatched snapshot

do you have an alternate shell like windowsblinds running

No, I have no other shells running, and most of the "active" desktop features are turned off.
