I can no longer sync with my palm as my USB ports all do not seem to work. They seem to provide power but when I plug in my palm cable there is no sound and no plug and play.

Plug some other device in to the USB port -- something which runs on Windows own driver like a flash thumb drive or memory card -- if they work OK I would say you need to re-install your Palm software and drivers, and possibly re-install Microsoft's ActiveSync software too if that is required.
