Directx issue, no games work

I used to be able play most games fine, however recently, i get some sort of error, message, it differs from game to game. A couple are:

failed to initialize video card

This application has requested the Runtime to terminate it in an unusual way.

I ran dxdiag, and tested my Direct£D and it came upo with theses errors:
Direct3D 7 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x80004005 (Generic failure)
Direct3D 8 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x8876086c (error code)
Direct3D 9 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x8876086c (error code)

I have Directx 9.0b installed, and a Radeon 9950 video card, fully updated.

Any help appreciated.

forgot to mention just before all of this, i deletled a load of .tmp files that were hanging around in C:/

go to http://microsoft.com/directx and install the latest version.
