windows xp wont play EXE files

I know my laptop is infected by some kind of virus/malware. I use Windows XP Professional. I already did some online virus scan from BitDefender and others and got rid of some adwares but it didn't fix the problem. When I open the computer then when that baby blue windows screen that says welcome, suddenly a pop-up windows with weird writings on it will come out. And the shortcut exe programs in my desktop won't work. But I am able to use my internet (I use AOL), winamp player and AVANT browser. Also on the desktop, only My Computer and Recycle Bin is working. I cannot disable the system restore because when i go to safe mode then right click on My Computer, it wont open. Also I cannot open the Control Panel to create a new account. I also dont have the windows xp cd because I bought this laptop from a friend years ago and he didnt give me a cd for it. The Hijack wont work because its exe file. Also the regedit wont open cuz its also exe file. Also the xp_exe_fix.reg file won't open either. Everytime I tried to open most of the exe files, it will say "windows cannot open this file" and so. I really dont know what to do now. I dont have the money to send my laptop to a pc shop. So im just hoping somebody can help me to fix this virus.

i followed all the instructions stated above but it didnt cure the problem. Any suggestions?
