Re-installlin XP and files won't load

I need to re-install Windows XP on my daughters computer. We have re-installed it before without any problems. This time there are a bunch of files that won't load. When the install completes , windows will not start up it just keeps re-booting. The files that won't load are the following, how can we get these to load:

Try cleaning the XP CD. Oil from finger prints can cause read errors as can scratches.

Try cleaning the CD-ROM. You can buy a cleaning kit for around $5.

Try replacing the CD-ROM with one from another computer.

Are you trying to do a Repair Install (install over) or a Clean Install (format the drive)?
