I want to publish a web site created in Microsoft Publisher. However, the wizard is prompting me for a URL supplied by my ISP( MSN) where I can save files online. How would I get that URL, or what is it?

A 'URL' (Uniform Resource Locater) is a fancy name for a website address. You must have a website address on which to have your website -- that address is provided by your ISP (in your case MSN). This information should be on the MSN website after you've logged in to it.
