System Restore and Other Programs Wont Open

For about a month or 2 now I can click on System Restore But it never opens up along with AIM, Yahoo Messenger. And on some certain programs they will open but i cant click on any of the buttons.

Windows XP SP3 - have had SP3 for a day so thats not it.
