Windows XP load Bar

Hello whenever I boot into XP the loading screen as in the screen that has the loading bar. The screen has to get brighter before it starts to load anything.Please Help.Thank You.

Not quite sure what you mean.
The boot-screen with the little animated blue bar has always faded in before any loading of Windows takes place. This is normal behaviour, though its not always seen on some hardware.
Please clarify what you mean.

Yea thats the screen I'm talking about. The reason I thought that was because I used to have a Gateway and it never did that. I thought I did something wrong during my build.Thanks for clearing that up.
