PC wont boot up

I am trying to clean my hard drive so I can re-use it but I have been over enthusiatic on deleting files and erroneously deleted some important one.

The PC will not boot up even using the Boot disk, is there any other way I can wipe the hard drive and start from scratch.

The screen stays blank, and I can not get to the set -up screens.

Any help would be appreciated,

Hello barmcake,
Are you getting any thing on your screen when you first turn on the computer?
Since you state that a boot disc does not display any thing (like an error messege) we should look at why you are not getting any display.
Are there any beeps when you first turn on the machine?
