I am trying to format my hard drive (Hitachi DeskStar), but I am having problems. I’m using Windows XP. I’ve tried to right click on the C: drive and selected Format… and typed “Format C:” in DOS, but neither of these have worked, I get the message ‘Windows cannot format this drive. Quit any disk utilities or other programs that are using this drive, and make sure that no windows is displaying the contents of the drive. The try formatting again.’ To my knowledge there isn’t anything running or open. My knowledge of this subject is very basic, I would appreciate it if you could help me with this matter. Thank you <_<

You simply can't format a drive, using a format program installed on that drive. Try booting your system using the XP CD, and then format from the command prompt, or the setup menu.
