Need help with desktop background, pop-ups, etc

Hi there. I am having some difficulties with some kind of malware/spyware programme. I have got a red background saying "YOUR PRIVACY IS IN DANGER", and various other pop-ups trying to take me to sites to get rid of the problem. I've had a look around, downloaded various things, tried this that and the other, and twice i have got rid of it, and twice it has all come back. Its driving me insane... I notice there are a fair few threads on here about this already, but im a genuine novice on a pc, and can't really grasp what all the text is, or why what i have done has only succeeded for a few hours...

This is driving me insane! Is there any kind folk would be available to help me rid this for good? It would be hugely appreciated. :)
