Download the enclosed folder. [attachment=19701:srservice.zip]Save and extract its contents to the desktop. It is a folder containing a Registry Entries file, srservice.reg . Once extracted, double click on the srservice.reg file and select Yes when prompted to merge it into the registry.

Restart the computer and test.

Test what? Reinstall System Restore following the instructions on the link you posted?

Test if System Restore is now active. Run Services.msc it should now be listed.
