wireless won't connect

I have a laptop with Win200 installed. I have another computer hooked to an Action Tech modem. I installed a Netgear WG111 USB network adapter on the laptop. The softwear says I am hooked up to the Actiontec modem. It shows full strength of 54mbps. In spite of that, I am unable to access the internet--there is no connection to it. I tried Qwest and Netgear but due to language problems got nowhere. Can anyone out there help me?
