System does not boot after a restart

First, let me list my configuration before my problem, this will make it easier for me to explain.
I have a DFI LanParty NFII mobo, Thermaltake 430W psu, 512mb ram, 2 hdds, a cd burner, a few pci cards, and a card reader as well as the other trivial stuff in a pc.

This is my problem:

When you turn on the pc after it's been off for a while, it boots and runs fine. When you restart from within Windows, it shuts down normally, computer keeps running, but no beeps or POST. The four internal diagnostic LEDs are all on. (In the manual it says this is "final init" but nothing is happening.) I then turn the computer off and back on, and the same thing: no POST, all 4 leds are on. I have to wait about 5 to 30 minutes depending on the situation until it finally works.

Any ideas?

Power supply. Try replacing it.

Alright, I have tried a friend's 430 watt (same as mine) and same deal.

I think I need a higher wattage PSU.
