ok for anyone else out there that does not have the drag and drop option you can go to regedit and the to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer find the Dword NoChangeStartMenu if the value is 0x00000001(1) change it to 0x00000000(0)

This solved the issue for a WinXP Home SP3
