Malware Sweeper 2.2.0.0 wont remove.

Hi everybody, im having some problems with a friends computer, its internet is running really slow. (so u know what im dealing with, he has a 7mb cable connection, his computer is a Dell Dimension B110, and its taken me almost a half hour to get 40% of AVG dowloaded.) Neways, im going through taking out all of his unwanted spyware and maleware removal programs and i came across Malware Sweeper 2.2.0.0 in the add or remove programs list. It gives me a "Remove" option, but wen i select it it says...."File "C:\Program Files\MalwareSweeper.com\MalwareSweeper\unins000.dat" does not exist. Cannot uninstall."

how can i remove this program completely??? thanx in advance for any help.

p.s-im open for any suggestions on making this machine's internet run faster if anybody has any.
