Cannot open any programs

I tried to do a system restore so I could restore the computer back so I can open programs. When i double click anything on my desktop or click anything on the start menu, a "Open With" box appears asking me to chose a programs to open. If that doesn't happen, then a dialog box appears saying "Application not found."
When I tried to do system restore to fix this problem, another dialog box appears saying "C:\WINDOWS\SYSTEM32\Restore\RSTRUI.EXE is not a valid Win32 application."
I have AVG, HiJackThis, and SpyBot - Search and Destroy. Little bubbles on the side of the screen keep saying that Spybot is a corrupt file.
I tried to open HiJackThis, but it doesn't open as well.
Please help. What should I do?

Welcome.

Download the enclosed folder. [attachment=19690:UnHookExec.zip] Save and extract its contents to the deskop. It is a Setup information File. Once extracted right click on the UnHookExec.inf file and select Install.

Restart the computer and attempt to run an executable file, such as Regedit or CMD. If successful, Posted ImageClick here to download HJTInstall.exe
  • Save HJTInstall.exe to your desktop.
  • Doubleclick on the HJTInstall.exe icon on your desktop.
  • By default it will install to C:\Program Files\Trend Micro\HijackThis .
  • Click on Install.
  • It will create a HijackThis icon on the desktop.
  • Once installed, do not alllow it to launch yet.

Posted ImageDownload Deckard's System Scanner (DSS) from here or here to your Desktop. Note: You must be logged onto an account with administrator privileges.
  • Close all applications and windows.
  • Double-click on dss.exe to run it, and follow the prompts.
  • When the scan is complete, two text files will open - main.txt <- this one will be maximized and extra.txt <-this one will be minimized
  • Copy (Ctrl+A then Ctrl+C) and paste (Ctrl+V) the contents of both, the main.txt and the extra.txt in your next reply.
If the files are too long, attach them to a reply:
  • Scroll down and click the [Manage Attachments] button
  • Browse to the following folder:
    • C:\Deckard\System Scanner
  • Click Upload to upload these files one by one
  • Submit your reply
