Vista Basic IE 7 Favorites wont display in Browser

Hi All

Can anyone help me with this?? I have Windows Vista Basic and for some reason unknown to me I went to the top of my browser one day...clicked on favorites and the list that was usually there was gone. I still get the options of "Add to Favorites", "Add tab group to favorites" and "Organize Favorites" but the rest is blank. The favorites that were there are now in a folder called "Favorites" on my C: drive. If I choose "Add to Favorites" it saves the new favorite to the folder on hard drive as well. I cant seem to figure out how to restore them. Anyone have any idea how to get my favorites back? I even brought over an actual bookmark file from my other PC and when I tried to import them it wont even recognize the bookmark file. I've even tried the browser restore option for IE 7 in Vista and this has not worked either.

Any help provided would be very appreciated.
