I can't see anything wrong with your device manager.
Everything is updated and well.

What was the result of disableing those 3 services only, rebooting then shutting down?
I still think it's got to do something with the services / startups because once you disabled all services you could shut down normally.

Well After Disabling Those 3 Services + The Startups, I Still Could Not Shutdown Normally, But Maybe I'll Just Keep Tweaking Them Til i Find An Answer.

Try disableing all your services then selecting everything EXEPT those 3.

Then its not those services.
Disable them all and enable 1 of them.
Then reboot wait like 1 minute then shutdown.
As soon as you find that your computer hangs write down which service it is.

Are you using any bluetooth devices?
Also, if you reboot your PC with everything enabled (also startups) without the bluesoleil service does it shut down normally?

Yes I Am Using A Bluetooth Dongle, Which I Primarily Use For Transferring Data Between My Fone And My Pc. And YES!, My Pc Does Shutdown Normally With All Services + Startups Enabled Minus The Bluesoleil Service. :)

Uninstall the Bluetooth program.
Reboot your PC.
Shutdown, now if it still shuts down normally (equal to stopping the service)
Turn your PC back on.
Re-install the program.

This should fix your issue! :)
