Windows/Internet Explorer Issue

I have a machine running win 2k that will boot up just fine if you log in as the Admin of the local machine. If you log in as any other user on the local or domain, windows explorer will not start. I cannot start it from the Task Manager. I cannot launch IE either.

I have tried doing a SFC /scannow & windows repair. I also did a spybot & symantec antivirus check. Everything came back clean.

I'm stumped.
