help securing wireless network properly

hi i live in an appartment complex and i got a netgear router and i set up a wireless network so that i can use it anywhere in my appartment. I initially just hid my ssid but i discovered there was someone else on my network. i then put in a 128 bit password. this seemed to work for about 1 day and then i saw someone on the network again. i decided to create an access list. this worked for about 2days and then someone started sucking my bandwith again. can anyone help me secure my network further of somthing??
