Got a virus, pc won't restart... Help!

Yesterday my pc got a virus, i tried to restart it, but i kept getting a blue screen that says:

Stop: c000021a {fatal error}
The session manager initialitation system process terminated unexpectedly with a status of 0xc 0000034 (0x00000000 0x00000000)
The system has been shut down.

So after that, I tried using the recovery CD for windows XP to reinstall it but I still keep getting that same message...
I thought maybe the Hard Drive was damaged or something so I bought a new one, still nothing....
Thanks if you can help me...
