Having the same problem.. Can't even seem to uninstall and reinstall .NET, much less UPS Worldship. Anybody know of a manual way to do this? Looks like Quickbooks at least put out an 'urgent' notification regarding this issue:
"...It turns out that the Microsoft update introduced a problem in the
.NET 2.0 Framework.
To resolve this issue, please do not uninstall and re-install
QuickBooks. We do not recommend this, as it will not address
the problem.
The best thing to do is to go to the source of the problem, so you
will need to remove and reinstall the .NET 2.0 Framework. To help
walk you through it, we have provided detailed instructions in our
QuickBooks Knowledge Base that provides some easy to follow steps and
also includes additional links to the Microsoft site:

If anybody has any suggestions until MS releases another 'fix' for their first 'fix' I'd love to hear them.
UPDATE:The
dotnetfx_cleanup_tool fixed all the problems. Just need to download and run it to remove a faulty .NET 2.0 and then re-install the .
NET 2.0 SP1 Framework.
