mouse erratical then won;t reboot

Hi, first I'm on dial up, most times pc works good, going on net & everything. but then at least once a day I will go on net & my internet icons won't show up on my task bar, so when I want to dissconnet I cant. I've tried to go to my connection from start but it only tells me to connect. when I'm already connected. when this happens I can still go to google or any internet site,(because I'm on the the net.. just no icons to prove it) after I've been on the net for awhile my mouse starts moving on its own & I can't do anything. so I try to reboot, & the pc slows right down & won't reboot, on its own so I end up truning pc off with the button on tower. I have norton & I'm up to date on all updates, I run a norton scan every week & theres no problems there. scan is clean. can anyone help me?

Norton isn't as good as it used to be.

Go here after uninstalling Norton if you have the disk and activation code.
Otherwise disable it.
