I went into the security tap and the browser settings and enabled everything that had to do with Active X controls except I disabled "Prompt before downloading". Do you have to reboot in order for those changes to take effect, because when I go back in it reverts to the old settings

my actual problem is that I can't access my control panel. I get error messages in svc.host saying " The instruction at "Oxffbadd11" referenced memory at "Oxffbadd11" the memory could not be "read" Click on OK to terminate the program. Googled "Oxffbadd11" and someone said to download the Activescan to fix the problem

I Suggest you take your log to the malware doctors found in this forum.
Please make sure that you read this before posting anything in the malware forum.

If I can't download the scanning software or Hijack this Log, because I can't download any Active X controls, how do I do that?

You still should be able to download the HJT software.
The things you won't be able to do are the online scanners.
Just skip the online scanners and download HJT and run a log.
