Has this always been a problem or just now started?
Restart your computer and see if you have the same problem.
Sometimes windows is a pretty screwy piece of work.

its actually a friends it only happened lately said id take a look im ok wit pcs but no genius so need help, seems important files are deleted should i reinstall windows xp? small prob he has photos of his dead dad on there and dosent want to lose them but cant write to disk or usb coz pc wont recignise

No, don't reinstall when there are files you want to keep.
Open 'My Computer'
Right click Drive C
Choose 'properties'
click 'error checking'
click 'check now'
check 'automatically fix file system errors'
click 'start'
you will get a message to reboot for it to scan
restart your computer

click on start...run...type in services.msc...check to see if the Plug and Play service is started and set to automatic....
