reboot into safe mode, right click the folder, choose sharing and security, pick seurity tab, add yourself as user, choose advanced, go to ownership folder, select yourself as user, take ownership

how do you restart in safe mode
but i don't think that ownership is the problem, i am an admin but the problem is that it can't find a file inside of the folder that i can't delete

so you don't know the name of the file? Or there does not appear to be a file and you want to delete what seems like an empty folder?
