It's like saying "I want to make something out of metal." Well sure, but plenty of things can be made out of metal.

Define mini-game.
What are your goals for this mini-game?
What language will you be using?
What experience do you have in said language?

Well, you can't just make a game with no knowledge of the programming language you will be using. It can take several years to learn the required skills to make a game. I recommend buying some books, googling some tutorials, and taking classes in programming if you are willing to dedicate the time to learn game programming.
