[size="3"]Everytime I open my IE it opens half size. I can resize it by either maximizing it or dragging the sides to fill the screen. I want to know if there is a way to close it full size and have it reopen to that same size without having to maximize every time I open IE. I am running IE7 btw.

Try this:

Open a new IE window from within IE (Ctrl + N), stretch its boundaries so they're full screen. Next (and this is critical) open another new IE window (from within IE) just like before. Doing it twice makes the full screen window size setting "stick".
