Pages load super slow suddenly

Comcast internet Windows XP media, Service Pack 2. Running spybot, spyhunter and a few others after getting excellent help here in January.

Since last Saturday, web pages load very slowly and when I move the slider or the wheel on the mouse, I get hundreds of horizontal lines instead of whole images. Sometimes when I type in the Internet Explorer browser letters appear like vertical lines. I restored to last Friday, but it doesn't seem to have fixed it. Spyhunter not showing any viruses. I ran the macafee internet speedometer and it pegged at the maximum limit. I don't know if it is Comcast or my computer. Before I start any diy or how to procedures, I'd appreciate any comments or thoughts or guidance.
