Do I need more thermal paste?

If I remove my old CPU fan and heatsink and put a new one on would I need to put on new thermal paste?

Yes, and you will need to completely remove the old thermal paste. You can save yourself some trouble by buying a cooler that comes with thermal paste pre-applied.
