IE Pop-Up Blocker and filename links on hard drive

IE Pop-Up Blocker only seems to allow actual URL's listed as allowable sites for pop-ups.
My problem is that I have a web page format file (filename.INDEX) on my hard drive and
cannot figure out how to get IE to accept a link for it. As listed in FAVORITES, the file path is:

file:///C:/Inland/behlen%20details/index.htm

I have tried different combinations, but with no luck. Does anyone know how to do this?
Tools > Internet Options... > Privacy > (Pop-Up Blocker) Settings > Address of Web site to allow:

are you certain that it is your popup blocker? Does turning it off allow it?

I believe I had read somewhere that sp2 prevented this as well

Yes, it is the IE Pop-Up Blocker. And you are correct in saying that SP2 prevents deactivating the
Pop-Up Blocker, despite the fact that there is a check box for that very purpose.

I searched the MS website and found no solution. And then discovered that MS charges a $35
fee per subject for an email inquiry to tech support. Geesh Louise!

This is also my first experiences with Wiindows XP.

don't know if this will work or not....

open "C:/Inland/behlen details" in my computer, right click the index.htm, choose CREATE SHORTCUT, then drag the shortcut over the FAVORITES menu in IE until it drops down, then put it where you want....does that work?

There is no problem adding the link to FAVORITES. IE has no problem with that.
The problem is that Pop-Up Blocker only seems to allow links that are actual URL links,
such as say http://www.blahblah.com/ .
