External Hard Drive Partition problem

I plugged my Simple Tech hard drive into a power outlet that I didn't know was broken. What happened was that the hard drive would start to spin up and then it would lose power. It did this maybe 5-10 times before I figured out that it was the power outlet and not something else. I plugged it into another outlet and let it "boot up". First a red light blinks and then it spins up but it will not mount. When I go to disk utility it shows up but it has no paritions. Have I lost all of my data? should I just partition it again? what do I need to do to get my data back?
