Depends entirely on what you're doing with the computer.
For internet access only, it'll make no difference. For gaming, possibly.

Yes it will. Especially for gaming, for the most part RAM will speed up applications on your computer. Also, what type of graphics card do you have? If you have onboard your computer would benefit more from a separate video card with it's own dedicated RAM.
