I just went to windows update and noticed that SP3 can be loaded from there and the size of it is 66.9MB. Is it safe to d/l this without issues?

If you download the full pack, as you would for use on multiple machines, it is closer to 316mb. You can burn it to a disk as a data file and run it from the CD.
