I am planning on buying a memory card reader/writer with hub. Should card readers generally be compliant with all three host controller interfaces--open, universal and enhanced? My computer has universal controller. If not, would a computer with a universal controller work with either of the other two interfaces--OHCI and EHCI?

What is this Universal Controller of which you speak please? Or are you referring to a Universal System Bus Controller aka USB port?

Put simply: OHCI = USB 1.1. EHCI = USB 2.

As a general rule of thumb, a USB device capable of running at USB 2 speeds are usually capable of running at USB 1.1 speeds when plugged into non-USB 2 ports.
