Cant connect to internet

My sister is having trouble getting on the internet. She uses XP and has IE7

When she tried to get on it will start loading and then say "Internet Explorer cannot display this webpage" on her homepage. She gets a "new to her" computer and is still having the same problems she was before with the old one. A computer tech from her provider came out and said her IP address was not even entered into the computer so he re-entered the same IP address she was assigned. It worked fine til about 30 minutes after he left.

When she goes into Network and Connections it says she is connected. So she tries to get on the Internet and the same message "cannot display webpage" and another message that states "Local Area Connection Unplugged" Everything is hooked up. She also said she has had a message pop up that stated her IP address was scrambled. We right clicked on Network Connection and clicked repair and said it was unscrambling IP address. Yet she still cannont get on the internet. Anyone know what is going on and how to fix this? Thanks for any help!!

Have you checked if the network adapter is enabled?
